Clwyd West AM Darren Millar is calling for new legislation to prevent people on residential park home sites from being ripped off by site owners to be extended to caravan sites and holiday parks.
Assembly Member Peter Black has been developing legislation on Moblie Homes to regulate more fairly the process by which residential caravans and mobile homes are managed and sold in Wales.
The Bill will ensure that negotiations between site owners and park home owners are independently monitored and that there will be a system of arbitration for owners who have cause for concern about the process. The Bill will also establish a requirement that the owners of park operators must pass a "fit and proper" persons test as part of a licensing system.
Darren welcomes the Bill, but is keen to see it extended to also include holiday and caravan sites because of similar abuses by some site owners and to deal with the growing trend of people living in caravans as their main home at such sites.
He said:
"This is a golden opportunity to also address the problems on caravan parks in North Wales. The harassment, intimidation, exploitation and sharp practice that is clearly evident on some park home sites is also evident on some holiday parks and this fact must not be ignored.
"There are a growing number of people whose main accommodation is a mobile home on a caravan park. We must not overlook that fact in the development of this legislation.
"As I have said in the past I am very concerned by the number of caravan park operators wanting to offer 12-month occupancy. We don't want trailer park ghettos in holiday areas and people shouldn’t be living permanently in caravan parks as they put too much pressure on cash-strapped council services. This new legislation for Mobile Homes must be extended to tackle these issues."
